Mr. Moore makes two important false claims.

False Claim 1. “The firms that use these visas must affirm that they were not able to find comparably skilled American workers to do the jobs. “
RH: Employers do _not_ make such an affirmation, though there should be. Fixing this loophole is a key feature of good H-1B reform bills. It is also a key feature that the tech industry has fought against. Mr. Moore is ignorant of the entire discussion.

False Claim 2. “There is little evidence that these foreign workers displace Americans from their jobs.”

RH: Mr. Moore is oblivious to _dozens_ of cases of US workers not only being displaced by H-1B workers, but facing the indignity of training their replacements. See Southern CA Edison, University of California, Disney, Northeastern Utilities, etc. Many more have not been reported. Dallas Morning News even reported on such a case – The Fossil Group”.
