There is nothing “vindictive” about enorcing US immigration law such as Title 8.
Other nations such as China and India have the same “barbaric” closed border laws. In China and India border jumpers are shot on sight and their families billed for the the bullet. How’s that for “vindictive”?
No mention of those policies in the article.
First of all, it is illegal for any foreign worker to work in the US if their doing so adversely affects an American similarly employed. Period.
Even if they are less skilled.

How is enforcing “temporary” visa laws barbaric? Does the author want temporary workers to stay forever? They’re either temporary and can be sent back or they’re not.

Does Kushner know that with real unemployment still near Great Depression levels that that’s illegal under Title 8. It is completely illegal to admit any foreign worker to the US if Americans are unemployed.

Ah ha! The “business community”. i.e. – the illegal wage-fixing Chamber of Commerce – the biggest lobby in DC. The Chamber reglarly engages in lobying for more cheap labor open borders in order to manipulate the labor supply to drive down wages.
Wage-fixing is a Federal crime under US law, but the Chamber gets away with it, with impunity.
And there is no shortage of skilled workers, only a shortage of skilled workers who want to work for $1.21/hr as Electronics for Imaging got away with:
