The US L-1 visa is an intra-company transfer visa only.
It can only legally be used by a company to bring a foreign employee of that same company into the US on a work visa.
Any other use is totally illegal.
But India Inc “global staffing agencies” are using the L-1 visa to bring in foreign workers and then place them at client companies.
That’s visa fraud.
DHS, Trump, DOJ silent, as usual.
In 2003 Senator Diane Feinstein testified before Congress about how illegal use of L-1s should be stopped. “And how do they get into the country so easily” she asked?

Simple: India Inc staffing companies fly them in with impunity.
And there is no numerical limit on L-1 visa entry per year.

Minimum Qualifications (Bulleted):
Bachelor’s degree
Two of the following four certifications: Network+, CCENT, CCNA, or CCNP
Minimum 2 years of current NOC experience, as a Networking Specialist, Network Technician, or Network Analyst, working on Cisco related equipment
Minimum 1-year experience in troubleshooting and diagnosing switching/router problems
Preferred Qualifications (Bulleted):
Bachelor’s degree in Network Engineering, plus 2 years’ experience with Cisco related equipment as a Network Analyst, Network Specialist, or Network Technician
JCNCIA, or equivalent certification is preferred
Proficiency in the OSI reference model and TCP/IP
GIAC, Security +, MCSE, or Linux certification would be extremely helpful
ITIL v3 certification is a huge plus
Previous helpdesk experience is preferred
Communicate clearly, both orally and in writing
Ability to communicate technical terms/concepts to non-technical audiences
Highly motivated, process-oriented person that has a positive attitude
