It’s also worth noting as a historical footnote that neither India nor China could even get a rocket into space until then-president Bill Clinton signed Loral + Hughes export waivers to sell rocket tech to them in 1997.
Those much-hyped “3000 H-1B Indian scientists at NASA” we keep hearing about are there to acquire our technology, not ‘help us’.
