Green card caps were put in place to equally distribute green cards to all nations of the world – fairly.
There is no green card backlog – it’s a fiction caused by Indians – millions of them who entered the US on temporary work visas and then illegally filed for green cards after signing US immigration documents in which they swore under oath that they didn’t have intent to immigrate.
The only backlog is the Y2K visa overstayer backlog – these people were only supposed to be temporary and be here temporarily for Y2K – which ended in 2003.

There is nothing “fair” about giving most green cards to 1 country for the next 15 years while everyone else gets excluded.
