It is illegal under Federal law for any inadmissible alien to even enter the US for work when Americans are being laid off.

The only reason Indians and Chinese invaders even have jobs at all in Silicon Valley is because:

India has bribed most of our politicians to allow H-1B and other illegal work visa programs to continue and
India and China acquired nuke ICBM launch capability in 1997 and have threatened to nuke the US if we do not hand over Silicon Valley and all our tech jobs to them.

The US would not even trade with India or China before 1997.
